In 1987, the National Board for Professional Teaching Standards (NBPTS) was organized to "establish high standards for what accomplished teachers need to know and be able to do and to certify teachers who meet these standards." The first certificates were issued in 1995, and currently, over 40,200 teachers have been certified.

To ensure that at-risk students are taught by the most qualified teachers, the National Alliance of Black School Educators (NABSE) with support from the US Department of Education, Offices of Educational Research and Improvement, is implementing the NABSE National Board Certification Support Program to help teachers with the certification process.

The goal of the NABSE National Board Certification Support Program is to increase the numbers of National Board Certified Teachers educating at-risk students.

This program will offer individuals a clear and concise picture of the entire National Board Certification process. It will target areas that have demonstrated the greatest challenge to teachers who undergo the certification process.

The program is dividided into two phases.

Phase one, the Precandidacy phase, will provide a thorough and comprehenscive overview of the entire process, so candidates can make an informed decision as to whether the commitment is right for them at this time in their career. The sessions' topics will include in depth discussions about the Five Core Propositions, NBPTS central policy statement, and the standards for the various certification areas. Pre-Candidates will also engage in group discussions and exercises to enhance their writing skills, a much-needed skill for completing the certification process.

Phase two offers actual National Board Certification candidate strategies for approaching the many milestones encountered in the National Board Certification process. Specifically this phase will offer:

  • Opportunities for applicants to talk to other National Board Certified Teachers.
  • Exposure to computer-based testing experiences.
  • Assistance with videotaping teaching sessions and critiques of those sessions.
  • Time management strategies for meeting deadlines and managing tasks required for the National Board Certification process.
  • Opportunities for candidates to interact with their peers who are participating in the process.
  • Information about state-initiated funding support, including information on the Candidate Subsidy Program.

NABSE's National Board Certification Support Centers

Candidates who are participating in the various activities of the NABSE National Board Certification Support Program meet at regional Support Centers, where they are able to work with a trained facilitator.

The following attachment lists details of the specific regions where each Support Center is located. Included in this list are the major incentives that each state offers teachers participating in National Board Certification.
