EMMA L. MARSHALL EPPS, Ed.D.

Dr. Emma L. Marshall Epps is currently the superintendent of the Ecorse Public Schools, Ecorse, Michigan. She was appointed to this position in 1990 and is the first African American female to serve in this capacity. Prior to this appointment, she served as assistant superintendent (4 years), elementary principal (3 years), Director of SEA Title VII (5 years), and served as a speech pathologist. Dr. Epps also has experience as a personnel director and special education supervisor.

Dr. Epps received her B.A. in special education from Southern University, Baton Rouge, LA, M.A. in communication disorders and sciences, and specialist degree and doctorate from Wayne State University, Detroit, Michigan in Education Administration and Services. She was a member of the class of 2000, Oxford Round Table for Superintendent International and the Class of 2001–Glasgow, Scotland International Education exchange.

Dr. Epps manages a $12 million operating budget and just completed a $45 million building/renovation bond issue project approved in 1995. As superintendent, she is responsible for curriculum development, human resource management and special education requirements for over 1,400 students pre-kindergarten through twelve, and 150 staff members. She has instituted several pilot programs aimed at strengthening skills of students including Project Excel, direct instruction, an alternative educational program for 8th graders and high school drop outs. a conflict resolution program, and more classes for high school students.

Always committed to public service, Dr. Epps sits on several boards and has membership affiliations including, but not limited to the following; National Alliance of Black School Educators, (President Elect); Metro-Detroit Alliance of Black School Educators (Executive Board Member); Detroit Association of Retarded Citizens (Board Member); and American Heart Association (Board Member). Other professional associations included AASA, ASCD, NASA, MASA, WCAA, NASB, Michigan Association of African American Superintendents, NAACP, Phi Delta Kappa, and Alpha Kappa Alpha Sorority, Inc.

She is a leader who has distinguished herself through intelligence, courage and determination and has received numerous awards and recognitions. Dr. Epps is dedicated to the belief that a strong parent/community staff-child relationship is the key to academic success.

Dr. Epps is a life member of NABSE and was elected during the presidency of Dr. Joseph Drayton to serve as national secretary She served in that capacity under three NABSE presidents, two years as president-elect under Dr. Deloris Saunders and now serves as NABSE President from 2005-07. The major thrust of her administration is to continue to:

  • Increase and maintain memberships and partnerships in NABSE
  • Conduct and disseminate research findings to enable educators in the classroom
  • Provide quality leadership training opportunities for our educators and parents
  • Strengthen communication between and among all levels of the organization, especially between affiliates and the national board of directors
  • Restructure our managerial system to provide more timely responses to the membership.’

The theme of this 2005-07 administration is “One NABSE Refocusing on the Mission”.
